Tenant not vacating and not paying rent

My residential rent agreement with my tenant expires and I have served one month advance notice of vacation to him and already 30 more days are over still he is not vacating flat and neither has given rent and pay utility bills,what is the best legal way to kick him out and how much time will it takes place to vacate my premises and to recover the losses ,moreover he has already adjusted his 2 months security earlier

You can serve written notice to vacate the premises within time frame . You can also file police complaint of criminal trespass . If this doesnot work then you can file a suit of eviction . You can also file a suit for recovery of arrears against the person
