Society secretary forcing me to remove second car or pay fine

I am a tenant staying in building from more then a year, earlier i had one car few months back purchased one more car so in month of december 2016 there was issues raised by secretary that only one car is allowed so he msged me same on our socities Whtsapp group the same saying u have to remove this care on or before 31dec or they will scrap sale my car or will charge 10000rs. Penalty. And he told all members to accept the same against me on msg i was not given any notice in physical form by society just intimatd on whtsapp so i asked time of 2 month they denied and last week annual general meeting was held and they passed the resolution saying that majority had accepted and i did not removed so liable for fine of rs.10000. So please advice on this? Is it acceptable. Can theycharge 10000rs. Do they need to send physical notice first. Is whtsapp notice acceptable
