Society charging security deposit to members for subletting

The MC in a coop society would like to charge a security deposit to members( not tenants) to ensure their tenants are adhering to the guidelines of the society. Mc thinks it is fine , some members quote Section 43; MC and many members feel taking SD is right. Some Don’t ! So what is legally tenable ?
