Rent increases 10% without notice

Can a landlord in Delhi increase rent by 10% unnually without any notice, and what is max increment%?
For the same rent agreement has to be carefully gone through whether the rent increase was through mutual consent or was it stated in the contract. the landlord cannot increase the rent unilaterally and if so proper notice has to be also given the land tenant relationship is covered by mutual trust so if an agreement doesn't reach, a formal legal notice can also be sent to the landlord
