Regarding fake application to police regarding my property constructio

We have a 3 storey building and a basement. The basement and second storey was sold off and we have ground floor as commercial and first floor as our residential property. The people on the 2nd floor always used to fight us and have now shifted to another area and now run a PG in their portion which is illegal. Now we did small construction in our shop and they complained that you can't do this without asking since it's a common area while it isn't and filed a police complaint regarding it. What
