Owner charging huge cleaning charges from tenant moving out

Hi. The flat I moved out of was not repainted or cleaned while I moved in. But now as I am moving out the owner is charging a huge amount for cleaning and the agreement does not state cleaning charges. He hasn't returned the deposit even after vacating because I questioned this huge amount deduction. What legal action can I take?

tenant shall be liable to pay to the landlord, besides the rent, the following charges, namely:-
(a) charges, not exceeding fifteen per cent of the rent for the amenities as specified in the Fourth Schedule or as agreed to between the landlord and the tenant;
(b) maintenance charges at the rate of ten per cent of the rent;
(c) without prejudice to the liability of landlord to pay the property tax to the local authority, the prorata property tax in relation to the premises. If charge uge amount you should contact any advocates
