Neighbour nuisance and Threatening by landlord

My neighbour in the upper portion who occupied only 18 days have been making lot of nuisance day and night despite our requests to stop. The house owner who resides in my adjoining flat also has done nothing despite my repeated complaints. When an acquintance of mine spoke to the house owner on this issue, he got angry and misbehaved with me,used unparliamentary words and even tried to forcefully enter my house and asked me to vacate within 3 months. I gave complaint in the police station but they let the trouble making neighbour free without any action against them, obtained a letter from house owner in which he stated he asked both the tenants to vacate and a declaration from me that I would vacate within 3 months. It has been hardly 20 days since our family shifted here. Can a tenant be asked to vacate within 20 days? Does the police have the power to forcefully obtain declaration from me to vacate? The SI told she would give me CSR. What am I required to do under these circumstance
