As maintenance charges cover the utilities (apart from electricity), the payment of the same ensures that a flat will obtain uninterrupted access to such utilities.
If the maintenance charges are not paid the association would be empowered to disconnect the water supply. As long as the association has abided to the appropriate association rules and apartment regulations prior to disconnecting the water supply.

If the clause permits they can do so. However as a matter of fact they have no right to disconnect the connections. If they have aggrieved they have to file a suit for recovery of arrears from your end and not disconnect the connection. You can file a suit for injunction restraining them from disconnecting the connections
