landlord disconnects water supply and charging extra money, what to do

Dear sir or madam, I live in a 2bhk house, it is been almost 15 years since we rented this house since 2002. During this time we have never delayed a month to pay the rent. 8 months back our house's borewell got dried and we happened to take water from the public water supply near my road. During that time the landlord closed the water supply of tenants and used the water tank for himself to store and use the purchased lorry water. Now the problem is, he fixed the borewell and refuses to open the water pipe connection of the tenants' house. He uses the complete water from the borewell by himself. He also refuses to give the corporation water that gets stored in the storage tank. He also charges extra money for electricity bills. please give me some advice on my options to fix this problem. Thank you.
Hello sir attrocities of your landlord is arrogant way on reading Ur facts of issues for this type of persons court give lessons by appropriate order so for that you have to file petition selling for basic amenities

Hello !! Kindly approach a lawyer and file a petition in Court under Section 17 of the Tamil Nadu Buildings (Lease and Rent Control) Act. You can list out the difficulties that you are facing in the petition and can also ask for an interim relief from the court directing the landlord to provide water supply immediately.

From your query it is clear that your landlord wants you to vacate from your dwelling place and he has no right to stop water supply to your demised property.
