Is a rent agreement on 100 Rs stamp paper legal

A 100 rs stamp paper was used for rent agreement for 6600 per month it legal to the law
is it a rent agreement or a lease agreement? if it is a lease agreement and the lease is less than 12 months then no stamp duty is required the agreement signed by parties with witnesses will be sufficient enough, but if the lease period is more than 12 months then it is compulsory to get the registered, the stamp duty will be calculated according to the state laws.
