How to recover electricity charges from tenant

We have 3 electericity meters on same name of my late father. Meter number 3 is commercial meter and tenant is not paying the electricity meter charges from many months. Now the electricity department want to disconnect all 3 meters as these all are on one person name. Or they will add meter number 3 bill in meter number 2 in next bill. Meter number 2 is used by very poor land lord lady. What can be done as she has no money. Is it legal to give application for disconnection of meter number 3. Meter no. 1 is used by another tenant. They all are very old tenant and paying very less rent to the lady.
in order to remedy the situation immediately you could ask the tenants to pay the bill since they are the ones using the electricity. it is advised if in case they dont concede send them a legal notice stating that their tenancy shall be cancelled if they are unable to clear the electricity bill.
