Eviction of tenant who has left his belongings in rented property

I have rented 1BHK to a person. Since February 2020 the tenant is not available in the house. The phone number of the tenant and his wife are switched off. I have sent SMS and Whatsapp message multiple times to vacate the rented property but no reply. We waited till now due to COVID situation. What is the course of action that we can take to remove their belongings from rented property ?
issue a legal notice asking for rent and eviction, further file a suit in court and take an order for vacating, further attach his property for rent arrears and get the property possession through court process.

Issue a legal notice terminating the lease and wait for their reply and if they fail to vacate then file a suit for eviction and recovery of rent and mesne profits!
