Can eksoniya land be transferable to son and daughter in guwahati, Assam what are the legal ways to transfer the land. Can Gaon Burah give witness signature as he says that he have no rights to sign as witness in eksoniya Land

You are not owner of eksonia land and it is Government which is the actual owner of the land and therefore you cannot transfer any right to anyone. There is no legal way to transfer the land. However you can make an declaration or will for the said land. It is not necessary that only gaon burha needs to put his signature. anyone can be a witness so long he is a major person. Annual Patta land belong to those holding it and paying govt khazana . the are non transferable but possession is transferred . You can sale possession but if govt wishes to take possession of the land no compensation is payable .
