Asking to surrender the house (Pagdi) Any clue on surrendering value

Agreement NOT made purchased in 1999 only paid receipts avble till date, 220 sqft carpet owner is offering double the amt paid while purchasing which is very less. Is there a ratio or term for settlement value. Kindly guide
