Apartment maintenance issue that I am facing.

Sir, I'm from Hyderabad and residing in an Apartment complex of about 50 flats. We have a registered welfare association that operates all the maintenance activities. Now one of the flat owner has 2 flats registered on his name in 2 and 3 floors, one above the other. And for the begining he has been paying maintenance for only one flat. His argument is that since he is using only one kitchen, he wants us to consider his 2 flats as one and as such he would pay maintenance for only one flat. Now the association is loosing around Rs 36,000 amount annually because of this. And one more thing is that the person is paying 2 property taxes and 2 electricity bills. How can he claim that he will pay only one maintenance? Can anybody provide some clarification on this please. Many Thanks

You question has having answer. He is paying 2 property Taxes and 2 electricity bills. The Association is having bylaws and they might have mentioned that " Each Flat owner " has to pay maintenance of X rupees. Kindly note that it is not every person/owner (individual) it is each flat owner (units) counts here. Maintenance not limited for kitchen only.
