Advance money is taken up by the hostel authority

I was living in a hostel and I have submitted a amount of 8500 and they have promised to return the advance money back after leaving the hostel within 20days but till now it has been 4 months and they are not giving it back
So what should I do how can I take a legal action against them.. I have all the fee receipt and admission receipt with me that are all clear without any dues..
Please send them a legal notice pertaining to refund of your money. You can also contact us for the same and we will prepare a notice for you. If you have all the genuine documents and have clear all outstanding dues, then they have to refund your money.

yes you may go through you are liable to take action of sec 420 as if they are not working in in there way as they have mentioned in there terms and conditions. but the only thing is that what they have promised should be in written form
