Salary b/w the period of resignation and withdrawal of resignation

I resigned on 31 July and withdrew my resignation on 17 October. Due to a departmental lapse, my withdrawal was not processed in time, and now my salary for this period is being withheld/disputed.
I need your advice on whether I am legally entitled to salary and continuity of service for 31 July to 17 October, and what steps I should take to resolve this.
