M.P. government employees disqualification due t more than 2 children

the MP Govt has issued a circular stating that any government employee having more than two children, with the third child born after the year 2000, will be disqualified from holding a government post. However, it is also known that around 60% of government employees may fall under this category, and it is not practically possible to dismiss such a large number of employees.
In such a scenario, if an RTI is filed by someone any solution Is there any circular that nullifies or provides relief ?
