M.P. government employees disqualification due t more than 2 children

the MP Govt has issued a circular stating that any government employee having more than two children, with the third child born after the year 2000, will be disqualified from holding a government post. However, it is also known that around 60% of government employees may fall under this category, and it is not practically possible to dismiss such a large number of employees. In such a scenario, if an RTI is filed by someone any solution Is there any circular that nullifies or provides relief ?

Employees of which department are dismissed and what post was held by them? Although the MPHC in most of the cases have reinstated the petitioner and stayed the dismissal order. There is no circular but judgments of MPHC are there in this regard.
