Illegal withhold of passport by employer

I am vanitha Shanmugam 22 y/o working in Hyderabad for past 1.5 years. As my employer has not paid my salary on time for the past three months and due to personal issues I resigned my job on 1st Feb 2019. My passport, 10th certificate has been illegally withheld by the employer and he is refusing to let me return to TamilNadu.
I would like to file a complaint against illegal withhold of passport and certificates. I am looking for a desperate help and kindly help me with the issue.

your employer cannot withhold your passport or academic certificates as it is against law to hold back one's academic documents and passport
