Frequent revision in promotion policy which puts me in disadvantages.

My employer revised the promotion policy in 2022, due to which I was not promoted in 2024. Now after 3 DPC, they are again revising the policy which is more or leas same as prior to 2022. Can I file a case for promotion with effect from 2024 citing flawed promotion policy revision in 2022.
