Entitlement of private school teachers for 7th pay commission

Are teachers in private schools with there appointment letter stating that they will be goverend by central government rules entitled to the arrears due to the reccommendations of seventh pay commission and enhanced gratuity (from 10 lakhs to 20 lakhs) in case they retired on February 2017.
hi , we have to see bylaws of the school for employment and retirement. if he is getting salary as per rules and equal salary as per govt teachers than he will be entitled for the 7th pay commission . you have to take appointment alognwith all documents for further action . thnx
