Employer Not Negotiating for Notice Period

Hello, I have 12 yrs exp in IT, I joined Cognizant (60 days of NP)on 6/11/19 and had an offer from Oracle at the same time. After joining I realized, situation is very bad, mass firing is going on and I received mail from HR saying within 35 days I need to allocate to a project, other wise HR will start questioning. After 8 days , I decided to quit and join Oracle, as there is no project allocated to me. I properly put resignation in system on 15/11 and informed my boss. I also informed them, I had problem in my native for which I had to support my family and stay there for a while (which actually happened). Initially , my boss told, they can buy-out 1 month and I need to serve 1 month. Now, they are changing version and saying I need serve 2 months, which appears to be impossible, I have absolute no dependency, no seat/system to work , no hand-over to be given. I don't need experience letter also for this these 9 days. I also served CTS from 2013-17. Please help. Regards,
