Eligibility For OBC Non Creamy Layer For Retired PSU employees

My father joined Coal India ltd. , a PSU as general foreman after diploma. He was promoted to executive cadre at the age of 53 years. He retired on June 2019. His salary while working in company for the financial year 2017-18 & 2018-19 was 12.5 lakhs (approx.). He has salary as his income . But after retirement, his total income from pension and interests on FD is 6.5 lakhs for 2019-20. As central government has created equivalence for PSUs, am I eligible to claim benefits under OBC NCL to sit in exams conducted by UPSC?
