Can Outsourcing employees will be regularized- Reg

With ref to the above subject cited, we are outsourcing Employees working in Muncipal corporation since from one year. We were recruited from National Academy of Construction (NAC) was established in 1998, by the state government. The Chief Minister of Telangana is the chairman to work in GHMC. So is there any chances for regularisation after 3 years because they followed reservation, Merit list and roaster system. We all are highly qualified engineers.
Dear Engineer, I need some more points to conclude whether you are entitled for regularization in the department I suggest you to meet me in my office and share details which will enable me to conclude the issue.
