Are the Employees in the Service industries bound to work on 4 National holidays in India?
It depends upon the importance of the service being provided by the company, which you have not specified/ disclosed. For example hospitals, hotels and such other services establishments are open 365 days.

If the company you work for falls under the category of those companies that require compulsory registration with the Labour Department or under the shops and commercial establishments Act, on account of having a certain minimum number of employees and other criteria then your company would be legally bound not to open shop and it would have to be a holiday for the employees. If holiday is not given then a compensatory off has to be given within 90 days or double wages have to be given for the day.
