Refund of my Insurance Policies

I bought 2 policies from Shriram Life Insurance and Pramerica Life (1 Lack annual premium each) and were issued to me by agents, Vishal and Rahul.
When I was sold these policies, both agents promised me that I would be eligible for a loan against them. However, they have failed to deliver on this promise, and despite my repeated follow-ups, I have not received the loan or any satisfactory assistance from them.
Neither they are getting my refund back from the insurance companies.
Pleas help me.
