In addition to providing redressal, these cyber cells also undertake campaigns to spread awareness of cyber crimes and educate on steps to be taken by the public to protect themselves on the internet. The system set up by the Cyber Crime Cells provides for both online and offline methods of registration of complaints regarding cyber crimes to the public. On the internet, affected members of the public can register complaints on the National Cyber Crime Reporting Portal by a simple online procedure with just a few clicks. This is an initiative of the government of India and caters to complaints related to cyber crimes only, with a special focus on crimes against women and children. Complaints, once registered on the National Cyber Crime Reporting Portal, are dealt with by law enforcement agencies/police based on the information provided by the complainants. On the other hand, the offline method of reporting cyber crimes involves the filing of written complaints by affected persons to the nearest Cyber Crime Cell. Cyber crimes related to women and children include child pornography, child sexual abuse material, sexually explicit content, etc. Whereas the general cyber crimes reported include hacking, financial fraud, social media crimes, cyber trafficking, etc.

Steps to follow to File a Cybercrime Complaint


Offline Method

STEP 1: affected persons are to approach any Cyber Crime Cell established in India with a written complaint addressed to the head of the respective Cyber Crime Cell

STEP 2: When you file a complaint, you will need to provide your name, mailing address, and telephone number along with an application letter addressed to the head of a Cyber Crime cell.

STEP 3: As with almost all police cases, the complainant will have to provide the following papers and documents at the time of filing the complaint.

The valid documents are: In case of hacking of servers:
1) Server Logs
2) A copy of the defaced web page in soft copy as well as hard copy format if the victim's website is defaced If data are compromised on the victim's server or computer or any other network equipment, soft copy of original data and soft copy of compromised data.
3) Access control mechanism details, i.e., Who had access to the computer or email of the victim?
4) List of suspects if the victim has any suspicion of anyone.
5) All relevant information leads to the answers to the following questions.

  • What is compromised?

  • Who might have compromised the system?

  • When was the system compromised?

  • Why might the system have been compromised?

  • Where is the impact of the attack-identifying the target system from the network?

  • How many systems have been compromised by the attack?

Online Method:

The online method relates to registering complaints on the National Cyber Crime Reporting Portal under either of the following two categories of crimes:

1) cyber crimes against women and children

2) other cyber crimes.

The National Cyber Crime Reporting Portal lets you track your complaints under & quot Report and Track.& quot Provide all needed details for action, including incident info, your details (unless anonymous), and suspect info. After registration, you can download your complaint.

The Indian government has also recently launched Digital Intelligence Platform (DIP) and Chakshu against cybercrime. DIP shares real-time intel among stakeholders blocking fraudulent numbers. Chakshu, in the Sanchar Saathi portal, lets you report suspected fraud. Verified fraud numbers get disconnected. Keeping in mind the sensitive nature of cyber crimes related to child pornography, child sexual abuse material, and sexually explicit content such as rape or gang rape, the National Cyber Crime Reporting Portal only permits such complaints to be filed anonymously. Similarly, persons reporting cyber crimes related to women and children can also do so anonymously. Thus, the mechanism and infrastructure set up by the government of India aim to secure justice for every section of society, recognizing the ever-growing menace of crimes on the internet.?
