Student visa for new zealand rejected what can I do

I recently applied for a student visa to newzealand and to show the living expense i took a gold loan.unfortunately i closed the gold loan even before i lodge my visa application.Because of this they revoked my visa and gave a charecter concern letter. Fortunately, fund used for closure of loan is genuine and i paid off the loan through cheque. I provided all the proofs to the high commission and also the internationalnstudent administrator of university which i applied sent a supporting email regarding this matter to INZ. Still they decline my visa. Is there anything i could do legally?

Living expenses proof is an important part in the visa applications. And a country like new Zealand is a little strict on these grounds due to too many immigrants approaching there. You may reapply for the visa again.
