Children got green card as minor now they are major is it still valid

I submitted the duly filled up “Re-entry Permit Form” in the year 1984 from my sister’s home at the address : 1684, N Algonquin Avenue, Chicago, Ill-60646, USA. But till now, the Re-entry Permit, I haven’t received. b) Secondly, when my both Children received their respective Green Cards in 1996 at Chicago O'Hare, they were included in their Mother’s Documents as Minors, my Daughter being only 7 years of age and my Son only 4 years of age at that time. As they are Major now, their GREEN CARDS SHOULD BE FORTHWITH ACTIVATED AS PER LAW.

Response #1 (Re-Entry Permit): Applicants for re-entry permits who are in the age group of 14 to 79 should complete biometrics before departing from the United States. Applicants who fail to complete to the biometrics do not receive their Re-Entry Permit. I am assuming that you did not complete the biometrics before departing from the United States.

Response #2 (Green Card for Children): Maintaining a green card requires showing continued intention to permanently live in the United States. Green card is a privilege not a right. All derivatives (spouse and children) of Principal Green Card holder should prove the continued intention to permanently live in the United States. Not doing so results in abandonment of the Green Card status whether it is was issued to a major or minor. There is no provision in the current U.S. immigration laws to activate the Green Card of children once they attain majority by reaching the age of 18 or higher. The Green Card always remain active upon issuance.
