Can a girl marry in India if her Visa and Passport both has expired?

a girl who is an Iranian Citizen came to India on Student Visa which expired in 2012. her passport also expired in 2014. she wants to marry a Christian in India. Can she do it?
She will have to first renew her passport and then she can marry. At present she is a illegal migrant in India.
