Before getting into the procedure I would like tell you that age of marriage in India is 21 for male and 18 for female.
Procedure is very clear you need to file an application before marriage registrar and serve a notice period for 30 days. Later to 30 days you can get married before the marriage registrar in presense of two witnesses.
