Dear Sir,
In relation to your deceased sister, if she has legal heirs ( husband or children) then the property will be divided into three part. If you belong to Hindu community than the property will be divided as per Hindu Succession Act, 1956. As I have understanding the property belong to your father and mother and right now only you and your one sister are the legal heir of them. As per Hindu Succession Act the property will be divided equally between both of you. Sir, you can sell you property and equally share the amount or you can get succession certificate on both of your name.

Best Regards,
Chetan Jaiswal.

your Sister is eligible to file a claim in your fathers and mothers property but if her demands are exaggerated then you can file a suit for partition also if your other sister is dead and she has any sons or daughters then they can claim the property through their mother even if deceased.please consult your local lawyer for further details
