Need to be apply for legal heir certificate in court

I am linganathan living in Chennai. My father was only one adopted son of their parents. Now nobody there. Adoption deed not done their parents but having sufficient documents to prove adopted son. School tc, marriage invatation, ration deletion certificate, death certificate. I have got legal heir certificate of my father. I need legal heir certificate for grandmother and grandfather. Tahsildar told me try to get court. So please advice

If the Tehsildar refuses to issue the legal heirs certificate, insist on a written communication. Appeal to the RDO or the District Collector. If nothing works, you need to file a Writ in the High Court for necessary orders on the Revenue Authority directing them to issue the certificate, in consultation with and by engaging a competent advocate.
