My friend is molested by her cousin brother what action can she take

I got a news from my friend that her cousin brother is molestrating her and he is obsessed. Every day he's calling & txtng her. She's so much scared and unable to think what to do but somehow she dare and told me. She's also affrading to tell her parent's. We need ur hlp sir and his cousins brother is rawadi sir pl hlp us!
Being afraid to tell parents about such things is the biggest weakness of females and this is the biggest advantage for such molesters.
She should not be concerned about anything except her security.
Firstly, she should strictly warn the cousin to stop in strictest/harshest words possible. And then she should keep herself away from him.
Secondly, she should immediately tell everything to her parents.
