there is no provision in law to stop children from playing the grounds or parks. there is a supreme court judgment as well which has said that the parks and grounds are made to play and the kids are at liberty to play at anytime they want. Secondly, as per your query you can complain the property owner regarding the same and if he takes action it will help you as it is his property on which they are playing.

hello sir/ madam
you can stop them from playing by asking the owner of the land to take actions. but however i would suggest instead of stopping kids from playing why not take preventive actions lets just make a net fencing and let them play.
