Father not ready to pay for my education

My father is not ready to pay my college fees and coaching fees. My mother is a housewife also i have a 11 years old sister . I can't claim EWS qouta or apply for scholarship because my father has an annual income of 12 lakh . I am in a local govt engineering college whose course fees is 1.20 lakhs per year . How can i arrange money or scholarship. Is there any legal action i can take against my father (I am 18+)
