Domestic violence by mother in law and sister in law what to do

Hello, I need help for my sister My sister was being mentally harassed by her mother in law and sister in law since the time of marriage, her husband was good for few months but later he also started harassing her mentally, and he left her at parent home saying that he has got some urgent work and will be back in 15days but now its over 2 months and after many calls from our side to make him come and discuss the issue he has not come. We want to file a complaint against him, we met few local lawyers but they are saying you can not file a police report since it over 2 months and you did not act earlier. Please advice if we can do the police complaint like for 498A. Also we have phone recording where her sister in law is talking to mother in law about giving some medical treatment to make my sister mentally unstable, can we file any report based on this phone record.we have other call record where husband is talking about getting married to another girl. Please advice, Thanks
