Clarification on remarriage and marriage registration outside goa

Hello.. I am a 34 yrs old Goan Hindu divorced woman... Got divorce decree in Feb 2017.. As per Goa family law I can't register or remarry in Goa for next one year.. Can I register marriage outside Goa after completion of 90 days?
in law there is no specific bar within that particular period you can not marry because here divorce is taken place at the consent of the both the parties so question of appeal does not arise.
So there is no hard and fast rule that you have to wait for a particular period.
