Can I file case against my father to pay my education cost and my basi

I'm 20 years old and I'm doing my undergraduate in a well known institution right now. My parents got separated when I was of 2years old but they never got divorced and I live with my mother right now. Some ten years back my father got married again without getting any divorce done and when I came to know that he convinced me somehow and said he'll take all my future responsibilities of studies and everything as he did nothing since I was born, as per his assurance I took admission in one of a very good college for some initial months he sent some money and now he is not even replying to my texts and calls and it's too difficult for my mother to bear all the expenses alone and because of that she is not mentally fit so I'm. Can I file a case against my father for my general rights and atleast paying my fees of the college?

You can file for maintenance from your father. However it usually depends on how much his income is and therefore such a framework works on guesswork by courts.
How much are the fees of your college?
How much is the salary of your father?
How much is the salary of your mother?
