19 year old boy marry a 19 year old girl

my sister eloped with a 19 year old boy .
they returned after 5 days.and now my family wants them to get married.
but the boys mother is postponing the wedding till the boy attains the marriagable age which is 21.
but our family is not ready for this as they are worried what if the family or the boy changed his mind and left my sister.
is their any affidavit or legal document that we can make to bind the boys family.
please suggest
