Rules of opening dairy farm in a residential area how to file complain

Running a dairy farm near my house ... It's a residential area (private colony). I want to complain against that dairy owner. Before that I want to know the rules....n concerned person

For an appropriate reply you will have to tell me as to in which state you are living in so that i can refer to the local laws and give an appropriate reply.
However, you have plenty of options you can file a petition directly in the High Court, you can file a civil suit of injunction and also you can write a representation to the local authorities. Right to peaceful life is your fundamental right and no one can take it away from you.
