If power of attorney is not registered is it valid

My question is that I want to say again that If " Irrevocable Power of Attorney" does not have clause anywhere inside the document's paragraghs or clauses that " My mother has irrevocably appointed Mr. Y/this power of attorney is irrevocable" and also this document is not registered with sub-registrar as my mother did not go to sub-registrar's office with Y to complete this procedure as he is not in knowledge of need of complete registration. Does my mother need to revoke this or if she does, what is the proper way--- a simple notice to Y/local publication?

In an effort to weed out corruption in land and real estate deals, the government on Thursday introduced a bill amending the century-old Registration Act in Parliament. Changes in the Registration Act, 1908, include mandatory registration of power of attorney transfers registration of property in the state where it is located and allowing inspection of registered documents. Therefore registration of power of attorney is compulsory. An unregistered power of attorney is not valid.
