How to get OBC NCL certificate in gujarat for a central government job

Sir I am born in Bihar. I have done my schooling from 1-12 and college from gujarat. We belong to the OBC NCL category as per the notification and central govt list. I need the OBC NCL certificate for the job in Govt of India, but in Gujarat they are not issuing me the certificate stating that I should get that from bihar. I have searched online and found the 1994 govt. order stating issue of OBC NCL certificate for migrants, which clearly mentions that I should get certi form Gujarat only irrespective of my caste is mentioned in Gujarat OBC list or not, but it will work only for Central govt job and not the state govt job.
The issue of caste certificate will be from your origin place.If you change the state they will not issue the caste certificate.If you are settled in that state then they will issue caste certificate. Burden of proof of caste lies on you. Another thing is your caste in the previous state may be B.C or O.B.C but in the present state it may be O.C.For example Kamma caste is B.C in Karnataka State but in Andhra Pradesh they are O.C.The state will treat your caste basing on their categorization in the state.
