How to file RTI regarding my Father's pension and other death benefit

My father Expired on 9-Jan-2005, and all his claims and death benefits are yet to be done, he was a govt. servant, some documentation like pension and gratuity are yet to be received. Some of the benefits already we have received like GPF and 10 monthly salary. But pension and rehabilitation job is yet to receive. But theOffice is not co-operating us, i want file an RTI to know the reason and suggest me how can i get the benefits. Please help me to file RTI.
RTI can be filed under RTI Act 2006, if you do not get the desired answer then a Writ Petition can be filled in the High Court.
