How to exit a bond made by a medical college

I completed my mbbs(with internship) in March 2018 from a govt medical college in uttarakhand. At the time of internship we were asked to sign a bond stating that we are bound to serve in the rural areas of uttarakhand for a period of five years after completion of mbbs. If we fail to do so we shall have to deposit an amount of rupees thirty lakhs. Now I am posted as a medical officer in uttarakhand. And I want to prepare for upsc civil service examination. Can I fill the form. can I join the service if I get selected without filling the bond amount?

yes you can fill the form UPSC. Civil service is also govern by the government and your undertaking also in favour of government. after all in both cases you will serve to the government not to private sector.
