Namaste!

The individual desiring a change of name or surname could easily approach a local district civil court of judicature which exercises the adequate territorial jurisdiction over the district where such individual resides or where such individual has reasonable locus or nexus for approaching such court.

Furthermore, the concerned school board of education may also be approached by the individual for redressal of his grievance.

I would be glad to assist you with any such matter.
