If the tehsildar has passed the order and Talathi is not responding or has refused to enter names on record of rights and/or 7/12 extract then complaint may be filed against him to the district collector.

you need file petition for letters of administration for transfer of Land from father to son if property value more than 11 lakhs than you have pay court fees of Rs. 75,000/- if all legal heirs consenting it takes approx 5 to 6 months
for obtaining the said Certificate and later the procedure for transfer will begin
