Wife staying with her parents for 3 years and not wiling to come back

Married in 2012. She is staying with her parents for 3 years. In laws and wife are forcing me stay somehwere else and work where her brothers are working. When we go and visit her to bring her back she denies it. What action can i take against her?
we need to file section-9 Hindu Marriage Act, the restitution of conjugal rights to return her back to the matrimonial house, and if she do not want to come back even after filing section-9. you have no option to file a divorce case under section 13.
