Wife commited adultery in Dubai. Where can we file for divorce?

I want to know if a wife commits adultery in a foreign land like Dubai and she has ran away to her native without giving divorce, then can a husband file for divorce in the foreign land like Dubai? Or should he come to India to file for divorce proceedings? He has a video clipping of that adultery. Moreover, this wife is detected with 2-3 diseases which hamper her from bearing a child. She has been treated by me kindly, but still she has committed adultery.
