The court emphasized that forfeiture of the bond amount is a judicial/court function and cannot be enforced arbitrarily by the police. The court must give the surety an opportunity to explain why the bond amount should not be forfeited. The liability arises only after a proper hearing and a court order. Thus answering your question police office cannot ask for fine

surety will only be called in case the accused is not appearing In the court ... and if the accused is still not appearing then the court can cancel the bail of the accused its better to ensire that accused comes in court or else seeks exemption for non appearing
